Abstract

This article, derived from a master’s dissertation at the Federal Institute of Brasília (IFB), analyzes the effectiveness of the training and communication actions of the institution’s Integrity Plan. The research, with a quantitative-qualitative approach, involved questionnaires applied to staff members and interviews with representatives of the Integrity, Transparency, and Information Access Management Unit (UGITAI). The results revealed challenges in embedding the plan into the organizational culture, particularly due to the lack of clarity in its guidelines, limited investment in training, and weaknesses in dissemination channels. Deficiencies in risk management structures were also identified, which hinder the effectiveness of the program. Despite these limitations, the awareness campaigns showed a positive impact, especially in improving the quality of reports submitted through complaint channels. It is concluded that, in order to consolidate the Integrity Plan as an instrument of ethics and governance, it is necessary to strengthen educational initiatives, expand communication mechanisms, and ensure greater staff engagement. The study highlights the relevance of compliance in the context of public education management, emphasizing its contribution to institutional transparency and the promotion of ethical values in public service.
