Abstract

The article discusses the evaluation of higher education in the two governments of Luis Inacio Lula da Silva, from the analysis of macro planning of the state. The study of bibliographic and documentary, uses multi-annual plans (PPAs), the Country Support Strategies (EAPs) and World Bank documents linked to the National Assessment of Higher Education, aiming to identify the influences of state organization on the evaluation process of higher education. The PPAs of the survey period showed a continuation of planning strategies and the neoliberal policies adopted by previous governments and there is a decrease in the percentage of investment in programs managed by the Ministry of Education (MEC). In the evaluation of higher education, there is a double movement: the consolidation of regulatory processes, through practices of effective supervision and emptying SINAES, with the insertion of indexes and loss of the centrality of institutional self-evaluation. In the PPA 2008-2011, the indication of the Education Development Plan (EDP) as one of the pillars of state action, brings the expectation of increased investments in education and recovery of deficits in availability and quality of learning in various levels of education, which can only occur to the satisfaction with the strengthening of policy evaluation.
