O texto analisa o engrandecimento das atribuições do Estado a partir da “segunda geração” de direitos humanos. Após, com base em dados relativos à percepção da população brasileira sobre o papel do Estado, argumenta que nossa estima pelas ‘liberdades’ raramente prefere ao nosso desejo de segurança social, e que, no Brasil, sequer é preciso pôr em causa a segurança social para deixarmos liberdades de lado.
