Democracy and cultural education policies: international trends and conferences in São Paulo in the light of Pierre Bourdieu

Abstract

This article, grounded in Pierre Bourdieu’s concepts of field, capital, and cultural arbitrariness, investigates the polysemy of cultural training in capitalist democracies. By analyzing proposals from municipal culture conferences in São Paulo (2004-2016) and reports from international platforms, it discusses how diverse agents—from state bureaucracies to peripheral movements—compete to legitimize training content and modalities. The research combines a literature review, documentary analysis, and international comparisons, revealing that the maintenance or dismantling of the training agenda oscillates according to political contexts, institutional changes, and power relations within the cultural field. It concludes that, although cultural training is recognized as an instrument of democratization and participation, it remains vulnerable to symbolic struggles, reinforcing the need for inclusive policies to address inequalities.

Mestre em Estudos Culturais pela Escola de Artes, Ciências e Humanidades da Universidade de São Paulo - USP, especialista em Gestão Pública pelo Instituto Nacional de Pós Graduação - INPG e Bacharel em Composição pela Faculdade Santa Marcelina - FASM. Foi parecerista de variadas comissões de cultura regionais (FAC/DF, PROAC/SP, SMC/SP, LIC/SC) e, na cidade São Paulo, foi Diretor de Formação Artística e Cultural e Coordenador Pedagógico do Programa Jovem Monitor da Secretaria Municipal de Cultura. Produtor artístico com trabalhos e pesquisas premiadas, atualmente é Analista Administrativo na Universidade de São Paulo.
