The humanity and the global risks: challenges to the review of the normative framework that governs the international system

Abstract

The aim of this article is to, critically, reflect on the assumptions defended by Cosmopolitanism about how far we are from the reorganization of current international institutions from the formulation of a new, more inclusive governance system that reflects the risks of the current global society. The approach used in this work was the hypothetical-deductive method and the bibliographic search technique. It is concluded that the current structure of international institutions does not respond to the potential for global risks, given that their structures are tied to the hegemonic model of the first part of the 20th century. The underlying complexity of the current international system asserts the need for constant cooperation and coordination conducted by plural multilateral bodies and mechanisms. Likewise, concerted action guided by the rules of conduct of effectively multilateral bodies must take into account a more cosmopolitan world and one of constant risks. We conclude that it is necessary to face the possibility of a restructuring of the international normative system that overcomes the resistance of the sovereignty dogmas of the current nation-state model.

Jose Alberto Antunes de Miranda, Universidade La Salle

Possui graduação em Direito pela Universidade do Vale do Rio dos Sinos (1996), Especialização em Integração e Mercosul pela UFRGS (1999), Mestrado em Relações Internacionais pela Universidade Federal do Rio Grande do Sul (2004) e Doutorado em Estudos Estratégicos Internacionais pela UFRGS (2012). Atualmente é Assessor de Assuntos Interinstitucionais e Internacionais e professor permanente do Programa de Pós-graduacao em Direito e Sociedade além de integrar o corpo docente do Curso de Relações Internacionais da Universidade La Salle. Também é professor visitante ilustre da Universidade Católica de Trujillo no Peru.Tem experiência na área de Relações Internacionais e Direito, com ênfase nas areas de Direito das Relações Internacionais, Direito Internacional, Integração Regional, Política Externa além de Internacionalização da Educação Superior. Também possui experiência na area de Gestão da Internacionalização das Instituicoes de Ensino Superior onde matém publicação científicas. Atualmente também coordena o projeto de extensão comunitária Universidade La Salle inclui: apoio aos imigrantes.
