Abstract

This article analyzes the formation of the residential real-estate circuit in Belém between 2005 and 2015, emphasizing the reassertion of the city’s central area within the broader context of the financialization of capitalist housing production. The study seeks to understand the transformations in property production and circulation systems that enabled the entry of nationally listed real-estate developers into the capital of Pará. In this regard, particular attention is given to the structuring role of the Real Estate Financing System (Law No. 9.514/1997) in institutionalizing securitization through Real Estate Receivables Certificates (CRIs), which connected housing finance to capital markets and conditioned the rhythms, scales, and spatial distribution of real-estate production in the city. The research draws on specialized literature and financial data obtained from public share offerings and annual reports of real-estate developers, analyzed through a qualitative–quantitative approach. The results indicate that the concentration of capital in nationally operating firms, combined with the active role of the State, was decisive in reinforcing pre-existing urban centralities—most notably the central area of Belém.
