Abstract

Se internacionalmente as promessas dos direitos humanos são mais visíveis, é no plano do local e do regional que tais promessas são mais difíceis de se cumprirem. Apesar de ser um dos primeiros países a  adotar as recomendações da Conferência Mundial de Viena (1993), e ter lançado três edições do Plano Nacional de Direitos Humanos (1996, 2002 e 2009), além do Plano Nacional de Educação em Direitos Humanos (2003), no Brasil ainda é comum a violação de muitos desses direitos. O objetivo desta breve reflexão é compreender os avanços e obstáculos para uma educação ‘em’ e ‘para’ os direitos humanos.
