Abstract

Este artigo trata da relação entre democracia e direitos civis no Brasil e os limites históricos para a efetividade da lei e da justiça enfocando os efeitos dessa situação para a cidadania civil e sobre o comportamento dos cidadãos. Analisa-se o compromisso coronelista e suas consequências no cerceamento das liberdades civis na República Velha comparando com a realidade atual do país em que a violência contra o cidadão continua a ocorrer através das instituições públicas como a polícia ou da ineficácia das leis perante a justiça. O texto finaliza abordando alternativas que os cidadãos têm utilizado para enfrentar essa situação.
