China e a Cooperação para o Desenvolvimento nos Financiamentos de Infraestrutura na América Central e Caribe

Recentemente, o mundo testemunhou o crescimento exponencial dos financiamentos de infraestrutura da China em países em desenvolvimento. Considerando esses fluxos como a pedra angular da cooperação para o desenvolvimento da China, o artigo examina a sua expansão na América Central e Caribe. No âmbito da teoria, apresenta uma revisão bibliográfica e documental, acessando os principais valores e práticas que integram a cooperação chinesa para o desenvolvimento. Ademais, analisa as transformações recentes na China que corroboraram para o “boom” do financiamento de infraestrutura. Empiricamente, aborda a presença de obras de infraestrutura financiadas pela China na região e, por meio da metodologia de estudo de caso, analisa dois portos reabilitados, um em Cuba e outro em Antígua e Barbuda, oferecendo um maior nível de detalhe sobre esse processo. O artigo argumenta que, apesar de não constituir ajuda no sentido “tradicional”, o sistema de cooperação promovido pela China na região compreende uma relação mutuamente benéfica e particularmente relevante para os países em desenvolvimento que sofrem com gargalos de infraestrutura e insuficiência crônica de investimento.Downloads
