Da contestação à responsabilidade mútua: uma análise entre o LPA e a NEPAD

Abstract

O artigo possui como principal objetivo analisar o Plano de Ação de Lagos (LPA) e a Nova Parceria para o Desenvolvimento Africano (NEPAD). Através de revisão bibliográfica de caráter variado, composto por relatórios, documentos oficiais, livros e artigos acadêmicos especializados neste tema, bem como levando em consideração as conjunturas regional e internacional em que elas foram adotadas, busca-se defender a hipótese de que além de relacionarem a OUA e a UA, respectivamente, o LPA e a NEPAD são respostas africanas para o cenário internacional. Feito isso, espera-se concluir que o sucesso relativo que vem sendo conquistado pela NEPAD em comparação com o LPA, em verdade é resultado da mudança de estratégia da contestação (LPA) para responsabilidade mútua (NEPAD), uma vez que tal estratégia busca utilizar de uma conjuntura internacional que desde a primeira década do século XXI se mantém favorável ao continente africano.
