Abstract

O século XXI tem sido extremamente interessante para se discutir as dinâmicas da Segurança Internacional, sobretudo esta segunda década, que por um lado tem oferecido uma série de conflitos emblemáticos, e por outro temos observado novas abordagens para a Segurança Internacional se desenvolvendo para lidar com tais desafios. O propósito desde artigo foi o de tentar localizar como e em quais circunstâncias tais novas propostas foram concebidas. O aperfeiçoamento do novo paradigma da segurança coletiva, através da doutrina da Responsabilidade de Proteger deve ser considerado um grande marco na agenda normativa de segurança, bem como as tentativas brasileira e chinesa de reformar tal estrutura.

Author Biography

Leonardo Paz Neves, CEBRI

Coordenador de Estudos e Debates do Centro Brasileiro de Relações Internacionais (CEBRI). Professor no Departamento de Relações Internacionais na Faculdade IBMEC. Além disso, trabalhou junto à sessão de assuntos civis do Centro Conjunto de Operações de Paz do Brasil (CCOPAB) e foi Coordenador Executivo do Grupo de Análise de Prevenção de Conflitos Internacionais (GAPCon/UCAM). Leonardo Paz tem experiência em Ciência Política e Relações Internacionais, com foco em conflitos internacionais, Estados falidos, operações de paz, democracia, política de segurança na América do Sul, cooperação Sul-Sul e Direitos Humanos.
