A inserção do tráfico de drogas na agenda de segurança do Brasil

O tráfico de drogas foi incorporado na agenda de segurança nas relações internacionais a partir da década de 1990. Até então, as discussões sobre segurança internacional tinham um enfoque primordialmente militar. A partir de então, acordos internacionais e regionais passaram a incluir o tráfico de drogas como um problema de dimensões globais a serem encarados cooperativamente, configurando um regime de proibição das drogas consistente no âmbito da ONU e de organizações regionais. No Brasil, esta agenda incentivou medidas legislativas proibicionista e também ações repressivas. Neste trabalho será feita uma avaliação das influências destes mecanismos internacionais sobre a concepção brasileira no tratamento à questão das drogas, sobretudo no que diz respeito ao seu âmbito transnacionalizado, compreendendo a forma como o problema é narrado e quais as ações políticas decorrentes dessa percepção.
