Borders, migratory flows and exclusions in the Mediterranean Sea: the relations between Morocco and the European Union

Abstract

Globalization has imposed a series of changes in migratory flows, especially between countries of the Global-South towards the developed North. Given this new conjuncture of border and migratory flows, the article aims to understand migratory flows nowadays and what are the difficulties faced by immigrants, based on the conflicts experienced on the border between the European Union and Morocco. The preliminary hypothesis of the research is that immigrants departing from the Mediterranean Sea are the materialization of the expansion of borders in the post-modern world, which incites - in destination countries - arguments linked to security as an obstacle to the entry of non-nationals. As consequence, the right to migrate is not treated as a fundamental human right, but rather as a discretionary faculty of nation-states. The analysis is conducted from a qualitative study, in which case studies carried out in the African continent region are analyzed, together with critical reading of relevant thinkers - such as Mezzadra. In conclusion, given its geographic position and regional geopolitics, Morocco has a real dilemma: to welcome sub-Saharan immigrants and/or to reproduce European security measures.

Graduado em história pela Universidade Mohammed V- Rabat-Marrocos, Mestrado em História pela Universidade Coimbra (2004), Doutor em História contemporânea pela Universidade de Coimbra 2014, pós-graduado em Relações Internacionais, Diplomacia e Meios de Comunicação pela Universidade Complutense de Madrid-Espanha (2007). Estágio Pós-doutorado em Direito pela Universidade Federal de Santa Maria. Atua principalmente nas áreas do Oriente Médio e Norte de África e as relações com Europa e América Latina. É pesquisador integrado no Centro de História da Sociedade e da Cultura da Universidade de Coimbra e no Centro de Estudos Africanos da Universidade do Porto CEAUP-UP. Prémio Calouste Gulbenkian pela Academia Portuguesa de História em 2008.
