Instrumentalização da paz:
o P5 e as operações de paz da ONU no século XXI

O artigo pretende investigar o envolvimento dos cinco membros permanentes do Conselho de Segurança (P5) - China, Estados Unidos, França, Reino Unido e Rússia - nas operações de paz realizadas pela Organização das Nações Unidas (ONU). Procuraremos responder à pergunta: como o P5 tem atuado na evolução das operações de paz no século XXI? Nossa hipótese é que, ainda que não sejam grandes contribuintes no que se refere ao envio de pessoal (com exceção da China), e que sua atuação seja motivada mais pela possibilidade de usar as missões como instrumentos de agendas particulares do que por um interesse na promoção de segurança coletiva em termos gerais, o P5 tem contribuído ativamente para a emergência de um novo perfil de operações de paz na última década. Metodologicamente, o artigo será baseado em pesquisa bibliográfica e documental e na análise qualitativa de dados.
