Políticas territoriais e governança fundiária inteligente: desenvolvimento e implementação do sistema DATA_R, São José de Ribamar, Maranhão

Résumé

A pesquisa buscou contribuir com o crescimento científico ao analisar os modelos conceituais que compõem diferentes sistemas de gestão fundiários. Nesse contexto, surge a governança fundiária inteligente – GFI, que se refere à aplicação de práticas inovadoras na administração das terras. Partindo do princípio que as bases para implementação do GFI necessitam de novos métodos de planejamento de territorial, o estudo avaliou diferentes inovações tecnológicas que buscam otimizar políticas territoriais como a regularização fundiária e de forma especifica a estrutura do software DATA_R, além da sua implementação no município de São José de Ribamar, Maranhão. Entre as vantagens do novo sistema, verifica-se a desburocratização dos processos, registrando cerca de 3.500 títulos de propriedade no período de 2023 e 2024. Referente aos fatores limitantes, destaca-se o investimento em capacitação de recursos humanos. Essas inovações possuem potencial para transformar a gestão fundiária, no entanto, a adoção dessas tecnologias ainda enfrenta desafios.

Pesquisador na área de Planejamento Urbano, Governança Fundiária e Inteligência Territorial.

Licenciado (2009) e Bacharel (2011) em Geografia pela UNESP - Rio Claro, SP. Mestre (2012) pelo Programa de Pós-Graduação em Geografia da UNESP - Rio Claro, SP. Doutorado (2017) em Geografia pela Universidade Estadual de Campinas - UNICAMP. Professor Adjunto do Departamento de Geografia da Universidade Estadual do Maranhão - UEMA. Superintendente de Relações Internacionais da UEMA desde 2023. Foi vice-coordenador do Programa de Pós-Graduação em Geografia, Natureza e Dinâmica do Espaço da UEMA (2020-2024). Coordenador do Laboratório de Sensoriamento Remoto e Geoprocessamento (LABSRGeo) da UEMA. Possui experiência nas áreas de Pesquisa Interdisciplinar, Análise Espacial, Conflitos Socioambientais e Criminalidade. Membro do Grupo de Pesquisa Geotecnologias Aplicadas à Gestão do Território (GEOGET) e Grupo de Estudos da Amazônia Oriental (GEOAMAZON), ambos certificados pelo CNPq.
