Abstract

The Brazilian government's public action in housing policy has not guaranteed significant improvements in the quality of life of vulnerable populations, even resulting in the expansion of social inequalities. The implementation of these actions is characterized by what is referred to here as "hostile management." This essay aims to discuss the adequacy of using this term, highlighting its occurrences in Brazil's housing policy, especially in programs aimed at low-income populations. Examples (resulting from empirical research at the local level in Rio Grande do Norte) will be analyzed, showing how the solutions adopted in housing policy reproduce socioeconomic vulnerabilities and limit full access to the city and a dignified life. The essay argues that "hostile management" is the result of political, economic, and social choices that maintain and perpetuate urban precariousness, distancing housing policy from its role as a promoter of rights and citizenship.

Author Biography

Sara Medeiros, Universidade Federal do Rio Grande do Norte (UFRN)

Holds a degree in Geography, a Master's in Social Sciences, and a PhD in Architecture and Urbanism. She is a Professor at the Institute of Public Policy (IPP) and the Graduate Program in Urban and Regional Studies (PPEUR) at UFRN. She served at the National Association for Graduate Studies and Research in Urban and Regional Planning (ANPUR) as Deputy Coordinator of the XIX Enanpur (2019), Executive Secretary of ANPUR (2019-2021), and Director of ANPUR (2021-2023). She coordinated the PPEUR-UFRN (2020 - 2024). She is the leader of the Estúdio Conceito Research Group, a researcher at the Metropolis Observatory - Natal Nucleus, and a Research Productivity Fellow of CNPq (National Council for Scientific and Technological Development).
