O processo de construção da política municipal para a população imigrante de São Paulo: desafios e potenciais

Abstract

A Política Municipal para a População Imigrante de São Paulo, consubstanciada na Lei Municipal nº 16.478/2016 e Decreto nº  57.533/2016, resultou de processo decisório intersetorial e com ampla participação social, e representou a concretização do paradigma de direitos humanos como diretriz das ações e programas municipais para a população migrante. Este artigo descreve tal processo de formulação, salientando a sua interface com as peculiaridades da política pública migratória, dentre as quais se destaca a transversalidade.

Doutora pelo Instituto de Relações Internacionais da Universidade de São Paulo (IRI-USP) e mestre em Direito pelo Programa de Pós-Graduação em Direito da Universidade Federal de Santa Catarina (PPGD-UFSC). Bacharel em Direito pela Univeridade Federal de Santa Maria (UFSM), pela Università degli Studi di Trento (Itália) e pela Université Paris XIII (França). Foi Coordenadora e Coordenadora-Adjunta de Políticas para Migrantes na Secretaria de Direitos Humanos e Cidadania da Prefeitura de São Paulo (2013-2016).
