Abstract

Este artigo visa analisar a política externa da Venezuela sob o ponto de vista da democracia e do petróleo, destacando as dificuldades inerentes em conceituar se houve ou não uma ruptura na política externa de Hugo Chávez em relação a seus antecessores. Desta forma, destaca-se a adoção de elementos de continuidade (utilização do petróleo na política interna e externa) e de rupturas (integração regional, fortalecimento de laços com países que questionam o status quo da ordem internacional e adoção de política conflitiva com a superpotência mundial). Em suma, desde a ascensão de Chávez e a promulgação da nova Constituição da República em 2000, a política externa da Venezuela se diferencia substancialmente dos tempos do Pacto de Punto Fijo.
