Abstract

O objetivo deste artigo é compreender as origens das Empresas Militares e de Segurança Privada (EMSPs) e avaliar seus impactos para o pensamento estratégico e crítico para os Estudos de Segurança Internacional (ESI). Este fenômeno possui suas raízes no imediato Pós-Guerra Fria, ainda que sua presença acentuada se manifesta na primeira década do século XXI. Devido ao seu crescimento massivo essas empresas se tornaram um importante elemento para uma análise holística dos problemas de Segurança Internacional contemporânea. Para poder ilustrar sua trajetória e desenvolvimento, o artigo se utiliza de múltiplos eventos que permitiram a ascensão destas empresas, com especial foco no caso estadunidense onde a complexa relação entre setores público e privado permitem a observação dos três fatores principais que engendram a gênese desses agentes: o perfil dos novos conflitos internacionais, o impacto da onda neoliberal e a redução dos custos políticos propiciada pela utilização destas empresas em substituição de soldados regulares.
