Cooperation in combating terrorism in Southern Cone and the challenge of domestic legislation

Abstract

This paper aims to analyze the cooperation between Argentina, Brazil and Paraguay in combating terrorism, as well as the challenges that arise with the different domestic legislation about terrorist threat. According to some analysts and by the United States, the two 1990s attacks occurred in Buenos Aires, created the perception of the region as a possible financial safe haven of international terrorism. After 9/11 attacks the region has increased the cooperation in combating terrorism, nonetheless the countries maintained different laws towards this threat. The paper evidences the necessity of a common perception to combating terrorism, especially considering that the region will host two important events in the next years: the Olympic Summer Games 2016 and FIFA World Cup 2014.

Marcos Alan Shaikhzadeh Vahdat Ferreira, Universidade Federal da Paraíba - UFPB

Professor Adjunto no Departamento de Relações Internacionais da Universidade Federal da Paraíba (UFPB). Doutor em Ciência Política pela Unicamp (2010), Mestre em Relações Internacionais - Programa Santiago Dantas (UNESP/UNICAMP/PUC-SP) (2006) e Especialização em Redes Ilícitas Transnacionais nas Américas (NDU) (2011). Na National Defense University - NDU (EUA) foi Research Fellow e tem dois cursos na área de segurança e defesa. Atua voluntariamente em entidades educacionais da Comunidade Bahá'í, e é também pesquisador associado ao IEEI (Instituto de Estudos Econômicos Internacionais/UNESP). Participou entre 2005 e 2009 da Plataforma Latinoamericana y Caribeña para la Prevención de Conflictos y la Construcción de la Paz (PLACPaz) do "Global Partnership for the Prevention Conflict" (GPPAC/CRIES). Suas especialidades são temas relacionados a Política Externa, Segurança e Defesa, Estudos sobre a Paz, Religião e Relações Internacionais, principalmente voltados para as regiões/países: América Latina, Estados Unidos e Oriente Médio.
