The Global War on Terror beyond conventional cases: an analysis of US counterterrorism strategies in the Sahel

Abstract

This article seeks to address the global war on terror as a lasting war, based on non-conventional cases that are often neglected by the literature, such as the countries of the Sahel and the Horn of Africa. Since 2001, the U.S. governments have adopted simultaneously a set of counterterrorism strategies, which have contributed to the maintenance and expansion of the global war on terror, and that shall be addressed in line with the aforementioned cases, starting with the adoption of the Authorization for Use of Military Force, which enabled the establishment of strategic partnerships with several foreign countries and their local forces. The article seeks to show its reproduction as a U.S. State policy from 2001 to 2020, based on documents provided by the U.S. State Department. Although there are some variations from one government to another, the article argues that the structure and the framework of the global war on terror do not change, transforming it into a lasting war.
