China's Foreign Policy and International Cooperation:

Humanitarian Aid as an instrument for Approaching the Global South

Abstract

This article aims to address how China carries out Humanitarian Aid as a central instrument of its foreign policy. The People's Republic of China is increasingly inserted internationally and engages in partnerships and cooperation. Although it does not participate in many humanitarian actions, it is one of the countries that has begun to expand its participation and provide humanitarian aid to its partners or nations in need. The article initially presents the context of what is meant by International Cooperation and the concept of Humanitarian Aid. It then discusses Chinese Foreign Policy and its way of carrying out foreign aid and international cooperation. Finally, China's role in Humanitarian Aid is examined, but it also presents cases from the People's Liberation Army (PLA) and one from China International Search and Rescue (CISAR).

Professor Adjunto no Departamento de Relações Internacionais da Universidade Federal da Paraíba (UFPB). Doutor em Ciência Política pela Unicamp (2010), Mestre em Relações Internacionais - Programa Santiago Dantas (UNESP/UNICAMP/PUC-SP) (2006) e Especialização em Redes Ilícitas Transnacionais nas Américas (NDU) (2011). Na National Defense University - NDU (EUA) foi Research Fellow e tem dois cursos na área de segurança e defesa. Atua voluntariamente em entidades educacionais da Comunidade Bahá'í, e é também pesquisador associado ao IEEI (Instituto de Estudos Econômicos Internacionais/UNESP). Suas especialidades são temas relacionados a Política Externa, Segurança e Defesa, Estudos sobre a Paz, Religião e Relações Internacionais, principalmente voltados para as regiões/países: América Latina, Estados Unidos e Oriente Médio.
