Abstract

What is the nature of border integration and cross-border cooperation in MERCOSUR? Based on the analysis of the recent creation of the Subgroup No. 18 “Cross-Border Integration” and the understanding of the performance dynamics of its first years of operation, it is possible to identify the existence of an original mandate assigned to this body, eminently articulator-coordinator, and a cross-cutting and multidimensional thematic border agenda. Both innovations bring up relevant elements to understand how MERCOSUR perceives and acts on its border areas and communities. In this sense, the objective of this article is to present the treatment that MERCOSUR has been giving to its borders, beyond the perspective of defense and security, emphasizing the social dimension and cross-border citizenship, which was consolidated in the MERCOSUR Citizenship Statute. Despite being recent, the institutionalization of border integration within MERCOSUR consolidated the regional cross-border cooperation agenda, providing innovative institutional dynamics and leading-edge normative production for the region (Agreement on Linked Border Locations). The interdisciplinary approach, in addition to the traditional aspects of defense and security, makes MERCOSUR an important test laboratory for scholars of regional cross-border cooperation.
