Transnational policy process

The connection between domestic and international issues is increasingly present in the reality of contemporary public policies. Several transnational agents participate in public policies, such as international organizations, foreign governments, consultancies, private companies, activists, think-tanks, philanthropic organizations, etc. Transnational phenomena can trigger and exert forces that facilitate or hinder the production of public policies. However, few studies include the transnational variable. This article seeks to present to the public in Brazil the main debates on the transnational dimension of public policies, the main research niches, concepts, objects of study that have been addressed by the area. Seven elements are presented for the analysis of the transnationalization of public policies, illustrated by three cases: the diffusion of the Bolsa Família Program, the process of Brazil's accession to the OECD and the cooperation between Guarulhos, Seine-Saint-Denis, Maputo and Matola, in solid waste area.
