Doyle e os dilemas: sobre o retorno ao colonialismo em uma paz de via-média

Resumo

A teoria de que democracias não guerreiam entre si, denominada Paz Liberal, chegou a ser considerada o mais próximo de uma lei empírica nas Relações Internacionais. Leituras críticas demonstram, porém, que esta tese está ancorada no que Inayatullah denomina “retorno ao colonialismo”: justificar intervenções contra Estados anteriormente colonizados através de potenciais benefícios da interferência externa. Mesmo assim, a expansão de democracias liberais segue sendo defendida como a solução mais viável para os problemas políticos atuais. Como o liberalismo retorna em termos tão triunfalistas? O presente artigo sugere o trabalho de Michael Doyle como ponto de partida para explorar esta pergunta. Doyle é um dos principais formuladores da Paz Liberal, mas a elabora não como lei empírica, mas como dilema. Por isso, este artigo mobiliza uma leitura derridiana para compreender como os dilemas de Doyle informam a relação do autor com o retorno ao colonialismo. Tal análise pretende elucidar como posições aparentemente moderadas abrem caminho para versões de si mesmas que seriam, a princípio, extremas. Destarte, o artigo propõe que o pensamento de Doyle depende de um retorno pragmático ao colonialismo: deslegitimar experiências não-brancas para afastar questionamentos sobre a Paz Liberal como única alternativa adequada à realidade internacional.
