Urban waters and modernity: the Practices of the Mariana City in the First Republic (1889–1915)

Abstract

This article analyzes the practices of the Mariana City Council, Minas Gerais, regarding urban water management between the late 19th and early 20th centuries. The objective is to understand how the municipal administration dealt with the recurrent flooding of the Ribeirão do Carmo River and the demands for basic sanitation and drinking water supply, in line with the ideas of modernity of the First Republic. To this end, minutes of meetings, reports of the City Council Presidents, and municipal bylaws from the period 1889 to 1930 were consulted. The results demonstrate that water management was a recurring topic, interconnecting canalization projects, water concessions, stream cleaning, construction and maintenance of fountains, and discussions on sanitation. Ambitious modernization proposals were identified, influenced by engineers trained at the Ouro Preto School of Mines, although many of these were not implemented due to the City Council's financial constraints. It is concluded that municipal practices reflected a hygienist and civilizing vision, which, although aimed at urban modernization, did not always consider the most vulnerable populations, maintaining historical tensions between human occupation, the natural environment and the planning of urban space.

Carla Aparecida Nunes, UFOP

Master's student in History and graduated from the Federal University of Ouro Preto (UFOP) (2022). CAPES scholarship holder. Coordinates the student initiative Paleography Workshop at UFOP. Member of the Research Center Empire and Places in Brazil (ILB) and the extension project History of Minas Gerais (18th-19th Centuries): Theoretical-Methodological Perspectives for Teaching, at the same university. Fui is an intern at the Archive of the 18th-Century House of Mariana - ACSM (2022), linked to the Federal University of Viçosa (UFV), and volunteer in the extension project Open Archive, which is part of the activities of the Mariana City Council Historical Archive (AHCMM) (2019-2022). She has worked on research with manuscripts produced by the Mariana City Council during the First Republic and on local commerce in Mariana.
