Convergences, divergences, and disputes in the face of the climate emergency and COP-30

Abstract

Over the past decade, global socio-ecological crises have gained speed, regularity, and intensity due to climate change. Also during this past decade, various forms of climate governance have been created by different nation-states. The Conference of the Parties (COP) constitutes a type of network governance capable of influencing broad political, geopolitical, economic, and social decisions. However, such governance and its agenda have been marked by a series of absences, silences, and disputes. The Amazon (Belém, Brazil) hosted COP-30 in November 2025, committed to building a global climate agenda: for actions to protect biodiversity, combat deforestation and fires, promote solidarity economies, and improve environmental quality. Thus, the objective of the article is to critically reflect on the convergences, divergences, and disputes in the face of the climate emergency and COP-30 in Belém, 2025, from the perspective of social movements, notably Indigenous movements and the "COP das Baixadas." The research timeframe was from January 2024 to April 2025; therefore, this article will address the pre-COP-30 period, yet incorporating themes and discussions that emerged during COP-30.

Licenciado em Ciências Naturais (2007/UFPA). Especialista em Educação Ambiental e Uso Sustentável dos Recursos Naturais (2009/UFPA). Mestre em Ciências Ambientais (2012/UFPA). Doutor em Desenvolvimento Socioambiental (2018/UFPA) e Pós-Doutor em Desenvolvimento Regional (UNIFAP/2020). Atualmente Pós-Doutorando em Geografia pela UFPA/PPGEO. Tem experiência: nas áreas de educação ambiental e  uso sustentável de recursos naturais; planejamento e sustentabilidade ambiental; conflitos socioambientais; políticas públicas territoriais; avaliação de grandes projetos na Amazônia com foco em resistências sociais e efeitos socioterritoriais.
