Abstract

The arising of the 21st century was marked by signifi cant changes toward the development policy adopted by the Brazilian governments and, consequently, to the actions of planning aimed at promoting development. Based on the criticism of neoliberal orthodox planning, new proposals emerge, such as those based on solidarity or popular economy. The objective of this article is to present and analyze these proposals in light of the compositional elements of the state planning prevailing in the previous period, trying to evaluate to what extent they are really capable of promoting their real overcoming or just their maintenance and readaptation to the new internal and externalcontext.
