Abstract

Desde o final da década de 1930 e início dos anos de 1940 o Brasil desenvolveu uma política de busca de aproximação com o Paraguai. Essa aproximação se consolidou com o estabelecimento da ditadura de Stroessner no Paraguai. Mas em meados da década de 1960 já sob a ditadura militar, o governo brasileiro enviou soldados para a região das Sete Quedas próxima a fronteira com o Paraguai, o que causou um período de tensão entre os dois países. O impasse sobre Sete Quedas foi um caso isolado no histórico das relações de Brasil e Paraguai durante o século XX, mas foi um marco nas negociações que resultaram no acordo para a construção de uma usina hidrelétrica administrada por ambos os países, sendo este o maior tratado político e econômico na história da diplomacia entre Brasil e Paraguai.
