Abstract

O trabalho descreve a proposta de Conselho Técnico, apresentada pela “Chapa Única por São Paulo Unido” na Constituinte de 1933-4: órgãos tripartites, compostos por representantes do Estado, do patronato e dos empregados, voltados a determinadas áreas de abrangência e que obrigatoriamente deveriam analisar os projetos de lei apresentados ao Congresso Nacional. Além de garantir um espaço privilegiado de influência para os interesses da FIESP e incluir-se em um contexto intelectual em que estava em crise o modelo de democracia liberal, individualista e que não reconhece atores coletivos como detentores de direitos, a proposta também visava a oferecer uma alternativa à representação das associações profissionais no parlamento, com direito de voz e voto, modelo com o qual a bancada paulista discordava.
