Origens, excepcionalidade e protecionismo: a agricultura no processo de integração regional da Europa

Resumo

Este paper tem como objetivo discutir as origens, o caráter de excepcionalidade e o protecionismo na agricultura no processo de integração regional da Europa. A partir da análise do contexto do imediato pós-Segunda Guerra Mundial, também são analisados quais foram os determinantes da Política Agrícola Comum (PAC), institucionalizada em 1962, e suas consequências até o início dos anos 1990. Apesar de icônica por diversas razões, demonstra-se que a PAC foi gestada e operacionalizada sem uma estrutura de governança política comunitária que possibilitasse a construção de uma verdadeira unidade de povos e Estados europeus. Como consequência disso, foram gerados grandes desequilíbrios produtivos e orçamentários, desvios de comércio, aprofundamento das desigualdades, controvérsias internas e conflitos de interesses. A despeito das incongruências, a estrutura protecionista da PAC foi conservada sem mudanças efetivamente estruturais até a década de 1990.
