“Estados falidos” enquanto discurso colonial

Resumo

O artigo analisa a categoria “estado falido” conforme apresentada nos documentos de política externa dos EUA durante o governo George W. Bush (2001-2009) com o objetivo de compreender como tal situação foi concebida como um evento de natureza essencialmente doméstica. A hipótese que orienta o trabalho é que mediante premissas do Institucionalismo da Escolha Racional, o dito fracasso estatal pode ser compreendido como decorrente de problemas eminentemente institucionais, sendo julgado à luz do desenvolvimento político e econômico ocidental. Como resultado, temos uma narrativa semelhante à ideia de Discurso Colonial, tal como desenvolvida por Edward Said e Homi Bhabha, que constrói o colonizado como população degenerada cujos problemas se originam de questões raciais e que justificam a conquista e o estabelecimento de sistemas administrativos para controle.

Doutor em Ciência Política pela Universidade de São Paulo (2012) e professor de Relações Internacionais no Instituto de Economia e Relações Internacionais da Universidade Federal de Uberlândia.
